Executive Order (E.O.) 13211 – Actions Concerning Regulations That Significantly Affect Energy Supply, Distribution, or Use – was issued by President George W. Bush in 2001. It applies to any significant energy action as defined by the E.O. A significant energy action is one that promulgates, or is expected to lead to the promulgation of, a final rule that is: a significant regulatory action under E.O. 12866 and likely to have a significant adverse effect on the supply, distribution or use of energy or is designated by the Administrator of OMB/OIRA as a significant energy action.
